My vote would be on US-14 over 14A for scenery although it is a bit more twisty turny so requires a little more concentration driving. Between 14 and 16 I've always liked Ten Sleep (16 out of Buffalo) better. But a lot depends on if you'll be heading from I-90 starting at Sheridan or Buffalo.
